Fair Housing Assessment

Fair Housing Assessment

The City of Steubenville is required by the Federal Fair Housing Act and subsequent laws prohibiting discrimination in housing related activities, to affirmatively further fair housing.  In conjunction with this requirement, the City must take meaningful actions to combat discrimination which overcome patterns of segregation and foster inclusive communities free from barriers that restrict access to opportunity based on protected characteristics. Specifically, affirmatively furthering fair housing means taking meaningful actions that, taken together, address significant disparities in housing needs and in access to opportunity, replacing segregated living patterns with truly integrated and balanced living patterns, transforming racially and ethnically concentrated areas of poverty into areas of opportunity, and fostering and maintaining compliance with civil rights and fair housing laws.  The City is now in the process of preparing an assessment of fair housing in the community, covering the Cities of Steubenville and Toronto, as well as Jefferson County.  This assessment is intended to help understand and identify barriers to fair housing choice and to help develop an approach that will more effectively affirmatively further the purposes and policies of the Fair Housing Act.

To help with the assessment, residents of Steubenville, Toronto and Jefferson County are asked to print out and complete the questionnaire below and return it by no later than May 30, 2018.  Completed questionnaires can be returned by mail to the Ohio Valley Fair Housing Center, 115 South Third Street, Steubenville, OH 43952 or scanned and emailed to cdp@cityofsteubenville.us.
