Municipal Court

The Municipal Court hears Criminal and Civil matters that occur in the City of Steubenville.  The Court’s jurisdiction in Criminal matters covers all misdemeanor charges, both Criminal and Traffic, as well as Felony matters for the purpose of Preliminary Hearing only.  In Civil matters, the Court’s jurisdiction includes a Small Claims Division (under $6000.00) and General Division for matters up to $15,000.00.

The Presiding Judge is the Honorable John J. Mascio. Judge Mascio is a 1988 graduate of Bowling Green State University and a 1991 graduate of Ohio Northern University Claude W. Petit College of Law. He was in private practice from 1992 and served as City of Steubenville Prosecutor a period of ten years before being elected Judge and assuming the bench on December 1, 2015. Judge Mascio is a lifelong resident of the City of Steubenville and is a member of various legal associations throughout the State of Ohio.
